Advisory packages for HVAC companies in Prince Edward Island

PEI has the highest share of homes heated mainly by heat pumps in Canada, a small and close-knit market, and rebate programs that have recently closed or changed. Packages here are about reputation, service capacity and life after rebates.

Written by Ali Sedighi, MBALast updated:

Prince Edward Island is a small market with an outsized heat-pump story. More Island homes rely on a heat pump as their main heating system than in any other province, oil remains significant, and the market is close-knit enough that one bad job can travel quickly. Charlottetown and Summerside are the main centres, with Stratford, Cornwall and Three Rivers nearby. An advisory package here is less about volume and more about reputation, service capacity and steady work after rebates.

The PEI market

In 2023, Statistics Canada reported heat pumps as the primary heating system in 36% of PEI households, the highest share of any province. Oil was the primary heating energy for 28% of households, electricity for 18% and wood or wood pellets for 8%. Hot water or steam boilers were the primary system in about 16% of homes.

For a business, a 36% heat-pump share means a large installed base that will need maintenance, repairs and eventual replacement. A company that grew mainly on new installs may not yet have built the service side to match. A Business Diagnostic for a PEI company usually compares install revenue with service and maintenance revenue and asks whether the balance is sustainable.

Seasons and workload

Island winters bring plenty of cold and snow, softened somewhat by the waters of the Gulf of St. Lawrence all around. Heating demand runs long, and summer brings some cooling work. Because the market is small, a slow month hits harder than in a big city, so the shoulder seasons deserve particular attention in any 90-Day Growth Plan.

Programs in play, as of October 2026

Island programs have been changing. In June 2026, the federal and provincial governments announced about $15 million under the Canada Greener Homes Affordability Program to expand the Free Insulation Program for more than 1,800 income-qualified homeowners. Insulation isn't HVAC equipment, but it changes heat loads and conversations about sizing. The national heat pump rebate announced in October 2026 is not yet open.

Reputation in a small market

On an island, word of mouth works fast in both directions. That makes review generation, honest quoting and fast service responses more important than ad spend for many companies. A package will look at how you ask for reviews, how complaints are handled and whether your office follows up after every install. The results page shows what consistent reputation work looked like for GasBoilers.ca, with 5.0★ from 76+ Google reviews, although that was a BC market.

Regulators to know

Technical safety on PEI sits with the Government of PEI's Inspection Services; its official pages could not be loaded on the day we checked, so confirm its current scope directly with the province. The Workers Compensation Board of PEI handles workplace insurance. We don't give compliance advice.

Questions a PEI package would ask

  1. What share of your revenue now comes from servicing heat pumps rather than installing them?
  2. How many installed customers have had a maintenance visit in the last year?
  3. How do you ask for reviews, and how quickly do you respond to a poor one?
  4. Which months were slowest last year, and what was booked into them?
  5. How would the business cope if no heat-pump rebate were available for a year?

The last question is the stress test that every plan on the Island should pass.

How we'd shape a PEI package

A PEI package is usually compact: a short diagnostic, then a plan with one service-capacity priority and one reputation priority. See the Canada-wide overview for other regions.

Frequently asked questions

Is PEI big enough for an advisory package?

Yes, with a scope to match. A small PEI company doesn't need a 25-page diagnostic; a focused review of calls, quoting, service capacity and reputation is usually enough, and the written quote reflects that.

Are PEI heat-pump rebates still available?

Program details change often on the Island. Check the current status directly with efficiencyPEI on the Government of PEI website before mentioning any rebate in your marketing. We plan around programs but don't treat them as permanent.

Who regulates technical safety on PEI?

Technical safety sits with the Government of PEI's Inspection Services. We couldn't load the official page on the day we checked, so search the Government of PEI site for its current scope and contacts.
